Intervention Coordinator

Project Background

  • Coffey is delivering the DFID-funded LINKS – Powering Economic Growth in Northern Nigeria programme, which will support the development of a vibrant and diversified economy in the three key northern Nigerian states of Kano, Kaduna and Jigawa. The programme will have a duration of 7 years.
  • The front-line components of LINKS activity will be (1) investment promotion and facilitation and (2) private sector innovations that increase competitiveness, productivity and transformational economic inclusivity. Two further supporting components will address (3) business environment challenges impacting investment and innovation, and (4) Monitoring and Evaluation (M&E).
  • Given the size of the rural population in the KKJ states of almost 20 million and the agrarian nature of the economy, innovations in agriculture have a significant potential to positively impact millions of people. A combination of higher yields, reduced post-harvest losses and improved market access should lead to the creation of new employment opportunities along with increased incomes. Previous projects indicate that there is still significant potential for cross-cutting innovations that impact more than one agricultural value chain, for example cold chain facilities, logistics and transportation, in addition to increased yields due to Good Agricultural Practices (GAP). Additionally, attracting investment into agribusiness can result in rapid scale-ups.
  • Ultimately, the programme will focus on increasing incomes and creating jobs for the poor in Northern Nigeria. LINKS will work across high potential pro-poor value chains, supporting them to become productive, competitive and attractive for investment, and then encouraging actual investment into them.

Key Responsibilities

  • The Intervention Coordinator (IC) works in a team together with one or more Intervention Managers (IM) and may be involved in working on one or many interventions, pipeline interventions, or other organisational, administrative or operational tasks to further LINKS activities.

Tasks include working with and to the IM managers to:

  • Support the development of LINKS concept notes, market systems analysis, and investment cases
  • Make site visits to project partners and beneficiaries to understand their constraints and issues
  • Support the IM and GIM to elaborate potential project interventions
  • Implement interventions as agreed in the concept notes and project work plan
  • Undertake monitoring and follow up visits to project partners and beneficiaries to facilitate the uptake of new innovations (processes, business models etc)
  • Where applicable, contribute to the development of intervention tools and the capacity building of key stakeholders;
  • Develop draft terms of references for consultants, support identification of potential candidates.
  • Ensure that intervention records, data and files are up to-date and accessible for review as needed by the team;
  • Take account of Value for Money (VfM) aspects in implementation which may mean developing and assessing tender and bid documents, and collecting and analysing intervention data to illustrate VfM
  • Support logistics of events and conferences, as well as, consultants in field assignments

Within the scope of the interventions that the IC is responsible for, and in close cooperation with the M&E Coordinator, he/she will:

  • Participate in LINKS strategic planning exercises.
  • Retrieve, collect, collate and manage monitoring information related to the assigned interventions
  • Ensure M&E data is correctly filed and is updated on a regular basis
  • Report such to the M&E lead and IM
  • Comply fully to Coffey processes, code of conduct and professionalism.
  • Any other duties relevant to this job description as may be required.

Education and Experience
Required:

  • At least 3-4 years’ experience in either development projects or the private sector;
  • Project management skills; and
  • Experience of operating in Northern Nigeria in the public or private sectors
  • Good communication skills; written and spoken English; spoken Hausa
  • Strong computer skills.

Desired:

  • M4P or Market System Development experience.
  • Master’s Degree in relevant field.
  • Experience of agriculture, agribusiness or related sectors

Special Requirements

  • The position will be based in one of Kano, Kaduna and Jigawa with frequent travel to the other two locations and occasional travel to Abuja and Lagos as required. Some out of hours work might be required.
